Managed Retreat in the U.S. Gulf Coast Region: Perspectives and Approaches to Property Acquisitions: Challenges and Lessons Learned

The acquisition of flood-prone properties (ie., home buyouts) are voluntary, and sometimes mandatory, transactions of properties from owners to the government so that the purchased areas return to their prior undeveloped state and possibly assist in future flood mitigation. The ultimate goal of this process is to decrease suffering and the loss of life and infrastructure from areas that repetitively flood by relocating people, communities, and livelihoods to less flood-prone areas. Acquisition programs are one of the most institutionalized forms of relocation in the United States and local governments are increasingly utilizing them as a tool for climate adaptation. 

A roundtable of experts from across sectors will discuss how acquisition processes and programs operate, offering insight into how such programs can be improved to account for the importance of community ties, placed-based livelihoods, and the wide spectrum of economic realities experienced by those relocating. The roundtable is composed of experts from across sectors in and beyond the Gulf region, including representatives of government agencies, the nonprofit sector, and academia. The roundtable will inform the Committee on Managed Retreat in the U.S. Gulf Coast Region, an ad hoc committee convened by the National Academies of Sciences, Engineering, and Medicine. The event will be moderated by members of the study committee.
